Update for CPSA Members: Transition to Non-Lead Shot by 2029
The Government has now confirmed when new restrictions on the sale and use of lead ammunition will come into force in England, Scotland and Wales, following the legislative process arising from the UK REACH review.
The legislation introduces a phased timetable, with the main changes affecting target shooting coming into effect in 2029.
For CPSA members and affiliated grounds, the most relevant changes are:
Shotgun cartridges
- The sale and use of lead shot for indoor and outdoor recreational target shooting will be banned from 1 April 2029.
- An exemption will apply for elite athletes, allowing continued use in specific high-performance contexts.
This means that from April 2029, the majority of clay target shooting in England, Scotland and Wales will need to use non-lead alternatives.
What Happens Next?
The confirmed date provides clarity for the shooting sector and allow time for manufacturers, grounds and shooters to continue transitioning to suitable alternatives. Many CPSA grounds and members have already begun using steel and other non-lead shot types, and this transition period will allow:
- Continued development and testing of suitable cartridges
- Education around safe and appropriate use of alternative shot types
- Planning and any necessary adjustments at shooting grounds
The CPSA will work closely with grounds, members, manufacturers and partner organisations to ensure the transition is practical, safe and clearly communicated. Further guidance specific to clay target disciplines, ground requirements and competition regulations will be issued in due course.
